Shelby County VINE Has Changed
Texas no longer uses the old county VINE service as its current workflow. The Texas Attorney General victim-notification page says the state moved county service to Texas IVSS-Counties effective September 1, 2025. Existing registrations were carried forward, but a user may need to update a password or contact settings. The modern process uses an account and verified contact methods. It does not use the old four-digit VINE telephone PIN instructions.
Two portals serve different custody systems. Texas IVSS-Counties handles events supplied by participating county agencies. The separate TDCJ IVSS portal handles state-prison custody, release, parole, and mandatory-supervision events. A Shelby County Jail bond release belongs in the county route. A person serving a TDCJ sentence belongs in the state route. Neither portal is a federal BOP locator.

Post-approval release processing, a detainer, a program condition, or an approved release plan can affect when departure occurs. Why Shelby Still Says VINELink
The Shelby County sheriff directory still expressly points users to VINELink. That local stale link explains why the old name remains common in searches. It does not override the Attorney General's statewide transition notice. The correct response is to recognize the familiar term, then move to the current IVSS portal.
This Shelby-specific mismatch matters. Someone following an older page may search for a PIN, expect the former vendor screens, or think a dead link means notifications ended. Texas instead moved the service. Account contact settings and notification history should be checked after migration.
When the directory and state instructions disagree, use the current state service for notification and the sheriff's office for the source event. That division avoids turning a notification system into proof it was never designed to provide.

A state-prison release can remain subject to Parole Division supervision, while discharge marks sentence completion. The county portal should not be used to reinterpret a TDCJ sentence event.
